Homeowner estimate request

Not built yet. This page says what is planned and what exists in the code today.

What it will do

Homeowners can request a roof estimate with their address and contact details, with a regional price range preview.

A short multi-step form collects the address, reason for the quote and contact preferences, and shows a price range from regional averages.

The form is live at /homeowner-intake but its field validation needs a fix before we point homeowners at it.
